Local Roads Improvement Program Web System

A program management tool for LRIP program staff and County Highway Commissioners

The Local Roads Improvement Program (LRIP) has grown tremendously since it began in 1991, from an annual funding of $10 million to over $23 million per year in the current program cycle. LRIP has provided $327 million to date. There are approximately 1,000 projects each program cycle, with around 3,000 projects open at any given time. LRIP is a reimbursement program that provides up to 50% of total eligible project costs, with local governments providing the balance of the funding. Program staff relies on county highway commissioners to administer the program. In the future, larger communities will manage their own projects.

This tool will replace a local application, available only to WisDOT staff, and maintained on each individual program manager’s workstation, with a centrally maintained Extranet Web system that will be accessed by anyone with authorized (WAMS ID) access and Internet connectivity.

Several important objectives in the scope of this project are:

• Assisting WisDOT LRIP program managers, program administrator and county highway commissioners in administering the program.
• Automating business rules, statutory changes and administrative policy changes. Many of these are beyond the capacity of the current system.
• Providing additional tools related to program review and applying program sanctions.
• Use of the Web system will be required, beginning with the 2010-2011 LRIP program cycle. This will be a significant change compared to the way the program is currently managed.

Launch the LRIP Web System (coming soon)

• October 12, 2009 - Production LRIP will be available to WisDOT staff.
• January 18, 2010 - Production LRIP will be available to county highway commissioners and staff.
