New Freedom funding categories

The New Freedom program is a federal formula program distributed nationally to states and large urbanized areas. The funding available to the State of Wisconsin is apportioned in four categories:

  • Each large urbanized area with a population of 200,000 or more (Madison and Milwaukee)
  • Small urbanized areas with populations of 50,000 - 200,000
  • Non-urbanized areas with populations under 50,000

New Freedom apportionment amounts

New Freedom apportionments are per Federal Fiscal Year (FFY). New Freedom funds are apportioned among the recipients by formula, which is based on the ratio that the number of individuals with disabilities in each area bears to the number of individuals with disabilities in all such areas. The Federal Transit Administration (FTA) apportionments are:

  • 60 percent for large urbanized areas (populations greater than 200,000)
  • 20 percent for small urbanized areas (50,000 – 200,000), and
  • 20 percent for non-urbanized areas (less than 50,000).

Madison and Milwaukee Urbanized Areas

New Freedom funding apportioned to WisDOT and available under the 2008 application solicitation for the Madison and Milwaukee Urbanized Areas is:

New Freedom funding apportioned to WisDOT and available under the 2008 application solicitation for the non-urbanized and small urbanized areas is:
