Burlington bypass project - History

1960's | 1970's | 1980's | 1990's | 2000's

1960's

December 1966 - Southeast Wisconsin Regional Planning Commission's (SEWRPC) The Land Use - Transportation Study, Volumes One, Two and Three (Planning Report No. 7) recommends inner and outer bypasses be evaluated around the city of Burlington. 

1970's

October 1972 - SEWRPC publishes A Jurisdictional Highway System Plan for Walworth County adopting bypass routes of Planning Report No. 7.

December 1975 - SEWRPC publishes The Racine County Jurisdictional Highway System Plan - 1990 (Planning Report No. 22) adopting bypass routes of Planning Report No. 7. 

June 1978 - SEWRPC publishes The Racine County Jurisdictional Highway System Plan - 2000, adopting the inner bypass only due to public opposition against the outer bypass. (This plan is presented in A Regional Land Use Plan and Regional Transportation Plan for Southeastern Wisconsin: 2000 - Planning Report No. 25). 

1980's

May 1988 - An origin-destination study is completed by SEWRPC within the bypass study area. 

January 1989 - SEWRPC's Memorandum Report No. 9, An Arterial Highway System Plan for Eastern Racine County is adopted, reviewing the need for an outer bypass and modification of the currently recommended inner bypass. 

March 1989 - WIS 36 noted on the Corridors 2020 Report as a "multi-lane connector" from Burlington to Milwaukee and WIS 11 noted as a "two-lane connector" between I-43 and I-94. 

August 1989 - WisDOT adopts a statewide access management plan including WIS 36, WIS 83 and WIS 11 within Racine and Walworth counties.

1990's

October 1990 - SEWRPC's The Racine County Jurisdictional Highway System Plan - 2000 is amended to include the outer bypass. 

September 1992 - The Governor's Transportation Projects Commission selects the Burlington bypass project to undergo further engineering and environmental studies. 

December 1993 - Kapur & Associates, Inc. is selected by WisDOT to complete the engineering and environmental studies. 

January 1994 - The town of Burlington Land Use Plan is adopted. 

April 1996 - Draft Environmental Impact Statement (DEIS) is signed. 

June 1996 - Project is presented to the state's Transportation Projects Commission (TPC). The project is enumerated for funding by the legislature.

December 1997 - SEWRPC's A Regional Transportation System Plan for Southeastern Wisconsin: 2020 (Planning Report No. 46) is prepared showing a four-lane outer bypass of the city of Burlington.

2000's

October 2003 - Re-evaluation of the DEIS is approved.

December 2003 - Final Environmental Impact Statement (FEIS) is submitted.

June 2004 - Final Environmental Impact Statement (FEIS) is approved. 

July 2004 - Kapur & Associates, Inc. and Ayres Associates Inc. are selected by WisDOT to complete the final engineering plans for the Burlington bypass east project. The project is broken down into three contracts -- grading, structures and paving. 

Late 2004 - Property acquisition for the Burlington bypass east project begins. 

March 2005 - The Burlington bypass "Record of Decision" is approved. 

July 2005 - Kapur & Associates, Inc. is selected by WisDOT to complete the final engineering plans for the Burlington bypass west project.

December 2005 - H. James & Sons from Fennimore, Wisconsin is the successful bidder for the first of three contracts for the east bypass.

August 2006 - Lunda Construction Company from Black River Falls, Wisconsin is the successful bidder for the second of three contracts for the east bypass.

July 2007 - Payne & Dolan, Inc. is the successful bidder for the third of three contracts for the east bypass.

November 2007 - H. James & Sons, Inc. of Fennimore, Wisconsin is the successful bidder for the first of three contracts for the west bypass.

October 2008 - The Burlington bypass east project is open to traffic.

November 2008 - James Peterson Sons, Inc. of Medford, Wisconsin is the successful bidder for the second of three contracts for the west bypass.
