US 41 expansion, Marinette & Oconto Counties - multi-modal facilities

As part of the US 41 expansion project, WisDOT is proposing accommodations for multi-modal use - primarily for bicyclists and pedestrians. These accommodations will be in the form of trails and/or widened and paved shoulders along US 41.

The multi-modal accommodations were proposed after requests were made by Oconto and Marinette county officials. Local officials in the Oconto and Peshtigo areas and bicycle and snowmobile clubs have also expressed support for these accommodations. Whether the trails can be used by snowmobiles must be resolved at the local level.

Once the multi-modal facilities are fully developed, ownership of the trail segments will be transferred to Oconto and Marinette counties. As owners, these counties will be responsible for the maintenance of the trails.

All fully developed trails will consist of a 12-foot-wide gravel surface. The following is a detailed description of the currently proposed multi-modal facilities. Numbers in the first column correspond to segment numbers on the multi-modal trail facilities map.

1. A fully developed multi-modal trail is proposed under the proposed US 41 bypass near Mill and Mott streets. Since Mill and Mott streets will both be closed to automobile traffic at the bypass, the proposed trail will still provide bicycle and pedestrian access under the proposed bypass.
2. A fully developed multi-modal trail, including a bridge crossing of the Oconto River, is proposed from McDonald to Mill streets. This segment of multi-modal trail will connect to the segment mentioned above.
3. A full-width, paved shoulder is proposed on portions of western Mill Street, Mott Street and the proposed Mott/WIS 22 connector road. Combining this accommodation with the two segments mentioned above will provide a safe route for both bicycles and pedestrians from McDonald Street to WIS 22, just west of the proposed interchange.
4. A fully developed multi-modal trail is proposed from WIS 22 (just west of the proposed interchange) north until it crosses underneath the proposed US 41 bypass and connects to the proposed cul-de-sac on South Van Hecke Avenue. A trailhead or parking area may be provided near this connection at South Van Hecke Avenue.
5. A fully developed multi-modal trail is proposed along the east side of proposed US 41 from Maple Grove School Road to Oconto County A.
6. Extra right of way will be acquired along the south side of proposed US 41 from Kasal Lane to the proposed cul-de-sac at Marinette County Y
7. A fully developed multi-modal trail, including a bridge crossing of the Peshtigo River, is proposed along the south side of the proposed US 41 bypass from Hale Road to Marinette County B.
8. A full-width, paved shoulder is proposed along Old Peshtigo Road from its proposed intersection with Business (existing) US 41 to the intersection at proposed Haynes Road.

WisDOT has no plans to construct a multi-modal facility between Oconto County A and Shroeder Lane in Marinette County. Local snowmobile clubs are investigating the Wisconsin State Statutes to determine whether snowmobiles have the right to use the US 41 right of way along this segment (labeled as segment 9 on the multi-modal facilities map). 

Although this potential use of the highway right of way for snowmobile use is represented on the east side of US 41 on the multi-modal facilities map, the actual side of the right of way that would be used has not yet been determined.

No additional right of way is being acquired to accommodate this potential snowmobile route. Provided that such use of the highway right of way is allowed by the Wisconsin State Statutes, physical features of the proposed US 41 side slopes and ditch slopes, as well as available separation from the proposed highway lanes, must still be considered in order to determine if such snowmobile use of highway right of way is possible.
