I-43 and County Y project - traffic impacts

I-43 and County Y intersection project was completed Nov. 4, 2009 and is open to traffic.

Construction on this project began May 11, 2009. Construction is anticipated to be completed in November 2009, weather dependent.

The interchange reconstruction project will take place in conjunction with Waukesha County’s reconstruction project of the County Y and County ES intersection. This is being done to limit the inconveniences of construction activities on adjacent property owners and motorists to the minimum possible time frame.

During construction of the interchange, access will be maintained for local traffic and businesses north of West College Avenue. The intersection of County Y and County ES will be closed to all traffic due to Waukesha County’s construction project. Through traffic will not be permitted along County Y north of West College Avenue during construction operations. Detour routes will be posted for County Y traffic and I-43 traffic.

At all times during construction, there will be one northbound lane and one southbound lane open along County Y for local traffic north of West College Avenue. I-43 will remain open at all times during construction. Weekend, nighttime, and off peak hour single lane closures will take place.

In order to maintain local access, construction operations will take place in 3 stages.

Current ramp closure status (Nov. 6, 2009)

• Nov. 4, 2009 - I-43 and County Y intersection project completed and open to traffic.
• I-43 eastbound off ramp: Closed until end of project in November.
• I-43 eastbound on ramp: Open to all traffic.
• I-43 westbound off ramp: Closed until end of project in November.
• I-43 westbound on ramp open to local traffic only.

Stage 1 - Completed

Preliminary construction stage where median crossovers will be constructed and shoulder paving will take place on County Y to shift traffic from one side of County Y to the other side in future construction stages. Work will take place on I-43 shoulders to permit traffic shifts during bridge deck removal and replacement.

Traffic control during this stage will involve:

• Single lane closures along County Y and traffic shifts with lane closures along I-43.
• The I-43 eastbound and westbound off-ramps will be closed at the start of this stage for the duration of the project.
• The I-43 eastbound on-ramp will be closed at the start of this stage until it is reconstructed and opened to all traffic.
• The I-43 westbound on-ramp will remain open to local traffic only.

Stage 2 - Completed

Construction activities will involve reconstructing the east half of the interchange. This includes reconstructing northbound County Y from West College Avenue to Julius Heil Drive and replacing the east bridge deck.

Traffic control will include:

• Local traffic only on County Y north of West College Avenue, except for eastbound on-ramp. Local traffic will use the existing southbound lanes. One lane will be provided for northbound and one lane will be provided for southbound.
• Traffic shifts and lane closures along I-43 during bridge work.
• Eastbound off-ramp will be closed.
• Eastbound on-ramp will be closed during reconstruction of the ramp. The ramp will reopen upon the completion of the ramp reconstruction. This ramp will be open to all traffic. Ramp was reopened June 22, 2009.
• Westbound off-ramp will be closed.
• Westbound on-ramp will be open to local traffic only.

Stage 3 - Completed (Nov. 6, 2009)

Construction activities will involve reconstructing the west half of the interchange. This includes reconstructing southbound County Y from West College Avenue to Julius Heil Drive and replacing the west bridge deck.

Traffic control will include:

• Local traffic only on County Y north of West College Avenue, except for eastbound on-ramp. Local traffic will use the newly reconstructed northbound lanes. One lane will be provided for northbound and one lane will be provided for southbound.
• Traffic shifts and lane closures along I-43 during bridge work.
  • Westbound I-43 traffic detoured week of August 17 from 9 p.m. - 5 a.m. Westbound traffic will be detoured from the freeway up the off-ramp and back to the freeway on the on-ramp at County Y. This will be done during the southbound County Y bridge deck removal operations. This will not take place for eastbound I-43 traffic.
• Eastbound off-ramp will be closed.
• Eastbound on-ramp will be open to all traffic.
• Westbound off-ramp will be closed.
• Westbound on-ramp was closed August 20 for reconstruction. Reopened on Oct. 1, 2009 to local traffic only.
