US 41 expansion, Winnebago County - need

The purpose of this project is to upgrade the US 41 corridor and its interchanges to meet existing and future traffic demands and safety issues.

Increasing traffic demand 

US 41 carries a substantial volume of traffic including heavy trucks and recreational vehicles. In many areas, traffic is expected to nearly double in the next 20 years. Increasing development, tourism and trucking have resulted in additional congestion and emerging safety concerns, which has led to longer delays for motorists and growing safety concerns.

Design 

Several bridges along US 41 do not meet the minimum vertical clearance requirements. These bridges will be reconstructed to modern design standards:

  • 9th Avenue over US 41 
  • County E/Witzel Avenue over US 41 
  • County K/20th Street over US 41

Safety 

Several US 41 segments have crash rates above the statewide average, with the WIS 21 and US 45 interchange areas having higher rates than the north and southbound roadways. 

Several factors contribute to this situation at these interchanges:

  • Higher traffic volumes/congestion. 
  • Narrow medians with guardrail. 
  • Short ramp tapers creating greater speed variations between entering or exiting vehicles and through traffic.
